Opening of a private placement service
An order of the Minister of Labor and Social Security, issued after consultation with the National Labor Council, sets the terms and conditions for the opening and operating of private placement services.

The conditions
- The opening of a private placement service is subject to prior authorization of its operation by the National Employment Office (ONEM) and to approval by the Ministry of Employment, Labor and Social Security.
- Any natural or legal person wishing to open a private placement service must submit an application for authorization to the National Employment Office (ONEM) for approval.
The activity of personnel placement consists of providing, on a regular basis, services aimed at matching job offers with job requests, without the person carrying out this activity becoming a party to the employment relationships that may result.
